 SUPER TUCANO – Compra dos EUA pode chegar a 55 aviões

A Força Aérea dos Estados Unidos anunciou ontem a compra de 20 aviões modelo A-29 Super Tucano fabricados pela Embraer. É o primeiro contrato da brasileira com a Defesa americana.

O valor do negócio é de US$ 355 milhões, o que inclui o fornecimento das aeronaves e do pacote de serviços, como treinamento de mecânicos e pilotos responsáveis pela operação do avião.

Segundo Luiz Carlos Aguiar, presidente da Embraer Defesa e Segurança, a companhia mantém expectativas de vender mais 35 aviões, o que pode elevar o contrato à cifra de US$ 950 milhões.

Como impõem as regras de compras governamentais nos Estados Unidos, a Embraer teve de se associar a uma empresa local, a Sierra Nevada Corporation. Além disso, a companhia terá uma unidade fabril em solo americano.

Piracy off the Somali coast remains a huge problem, despite international efforts to combat the scourge. Now, the EU is considering expanding the scope of its operation to include attacks on onshore infrastructure such as weapons depots. German politicians are warning of the dangers of mission creep.

Attacks by Somali pirates off the Horn of Africa may have fallen recently, but the barefoot bandits continue to pose a significant threat to international shipping. According to the European Union’s anti-piracy naval force, pirates are still holding at least 200 hostages in Somalia or off its coast. Just this week, pirates hijacked an Italian cargo ship with 18 crew on board off the coast of Oman.

Now the European Union is considering expanding the scope of Operation Atalanta, as the anti-piracy mission is officially known. But the proposal has prompted strong criticism from German opposition politicians, who are wary of mission creep.

El primer ministro de Rusia, Vladímir Putin, comunicó hoy que Turquía autorizó la construcción del gasoducto internacional South Stream en su zona económica exclusiva.

Putin hizo este anuncio al reunirse en Moscú con el ministro turco de Energía, Taner Yildiz, a quien agradeció el permiso definitivo por parte de Ankara.

También expresó la gratitud por el apoyo que proporcionó la Comisión Europea. “Nos consta que avala diversos proyectos de infraestructuras, en particular, South Stream”, declaró.

En el proyecto, que Putin calificó de “paneuropeo”, participan como accionistas la empresa rusa Gazprom (50%), la italiana Eni (20%), la francesa EdF (15%) y la alemana Wintershall (15%).

El gasoducto South Stream (Corriente Sur) pasará por el fondo del mar Negro desde Rusia hasta Europa del Sudeste y Central. Su objetivo es diversificar las rutas de exportación del gas ruso al mercado europeo y reducir la dependencia de Rusia con respecto a los llamados países de tránsito como Ucrania.

Hamas will focus on a strategy of holding mass protests against Israel in the style of the Arab Spring, although it is not renouncing the use of violence against the Jewish state, the Islamic group’s leader, Khaled Mashaal, told The Associated Press late Thursday.

Mashaal was in Cairo for reconciliation talks with Hamas’ rival, President Mahmoud Abbas of Fatah. The sides agreed that Hamas would join the Palestine Liberation Organization, led by Abbas, and allow elections to go ahead in Gaza and the West Bank in 2012.

Popular protests have “the power of a tsunami,” Mashaal said, pointing to the recent waves of demonstrations across the Arab world.

“Now we have a common ground that we can work on — the popular resistance, which presents the power of people,” he said. The idea for the protests originated with the Palestinians themselves and the uprising they launched against Israel in 1987, he said, typified by crowds of rock-throwing Palestinian youths confronting heavily armed Israeli soldiers.

US will invest $1 trillion towards infrastructure development in India to meet the needs of a growing population, said Nirupama Rao, India’s ambassador to the US. She was addressing members of the Kerala Chamber of Commerce and Industry ( in Kochi on Thursday.

“By March 2012, a trade delegation led by US secretary of commerce John E Bryson will visit India to discuss this investment. An ‘evergreen revolution’ similar to the Green Revolution is planned with US expertise to increase agricultural production and rural income. Space technology will come in handy for predicting monsoon and creating new linkages from farm to market,” she revealed.

“The political engagement between India and the US has strengthened significantly and the strategic understanding has deepened. The partnership is multi-faceted and it extends to all activities that touch all aspects of the human endeavour — from education, health, agriculture to our concerns in peace, security and human dignity. A strategic dialogue was established between the two countries in 2009 and has identified five principal areas for co-operation,” she said.

“The two countries are also working together to have a stable economy in Africa and Afghanistan. A global disease detachment centre is planned as part of health cooperation. We will also focus on women’s empowerment and combating maritime piracy. Indo-Pacific maritime trade cooperation will be beneficial for both the countries.”

Os ministros da Defesa de Brasil e Peru acertaram uma aliança estratégica destinada a melhorar a capacidade dissuasiva das Forças Armadas peruanas, em uma declaração conjunta assinada nesta quinta-feira em Lima.

O acordo “tornará possível uma verdadeira cooperação industrial, tecnológica e científica em matéria de defesa”, afirmou Celso Amorim, ministro brasileiro do setor.

O ministro peruano da Defesa, Alberto Otárola, destacou que o pacto foi assinado com a perspectiva de “colocar em dia o material de nossas Forças Armadas em um processo do qual o Brasil será um sócio estratégico”. Na declaração, os dois países concordaram em “aprofundar os laços de amizade e cooperação bilateral, definindo os setores aeroespacial e naval como áreas de prioridade conjunta de investimentos e desenvolvimento no campo da segurança e da defesa”.

A cooperação brasileira incluirá capacitação, treinamento, suporte técnico, logístico e transferência de tecnologia, dentro do propósito de propiciar uma cooperação vantajosa e de longo prazo entre os países.

Pela primeira vez a educação pública brasileira pode ser beneficiada com investimentos fixos, independentemente de mudanças de partido político no governo, se avançar a tramitação da proposta que destina 50% dos recursos do petróleo da camada pré-sal para Educação. A opinião é do presidente da União Nacional dos Estudantes (UNE), Daniel Illescu. “Essa será uma conquista nacional. Eis o olhar da UNE sobre essa proposta”, disse.

Para ele, a garantia desses recursos para Educação é uma “estratégia consistente para que os investimentos nessa área alcancem 10% do Produto Interno Bruto (PIB) nos próximos anos. “A estratégia por si só não chega a isso, mas seu peso proporcional é consistente para aumentar os recursos para Educação”, analisou.

Política de Estado para Educação – Illescu acredita que a educação pública passará a ter uma política de Estado se avançar a tramitação do Projeto de Lei do Senado Federal, de nº 138/11 – em que estabelece 50% dos recursos do Fundo Social para Educação -, nos poderes Legislativo e Executivo. Ou seja, os investimentos para educação devem ser garantidos mesmo com alternâncias políticas no governo.

Pela proposta recém-aprovada na Comissão de Educação, Cultura e Esporte (CEC), do total de 50% do Fundo Social, 70% serão vinculados à educação pública básica, 20% à educação pública superior e 10% para ciência e tecnologia. “Essa proposta confere uma política de Estado à Educação. É muito importante utilizar a riqueza do povo brasileiro para melhorar o investimento nessas áreas”, disse.

Ele reconhece, entretanto, ser cedo para mensurar os verdadeiros resultados que devem ser confirmado apenas em longo prazo – a partir do momento em que o petróleo do pré-sal começar a ser explorado, por volta de 2015.

Simplifying the registration of political parties and presidential candidates, and returning to direct voting to elect regional governors are among the key reforms proposed by President Medvedev in his annual address to Russia’s Federal Assembly.

­Chief among them is a proposal to move to direct voting when electing regional governors.

He said that all politically active citizens should be given the opportunity to participate in Russia’s political affairs.

The Russian president also wants to simplify the process of registering political parties. Medvedev proposed abolishing the collection of signatures which has until now been obligatory for parties to register for election to the Russian State Duma and regional legislative assemblies.

Pakistan’s powerful army is fed up with unpopular President Asif Ali Zardari and wants him out of office, but through legal means and without a repeat of the coups that are a hallmark of the country’s 64 years of independence, military sources said.

Tensions are rising between Pakistan’s civilian leaders and its generals over a memo that accused the army of plotting a coup after the U.S. raid that killed Osama bin Laden in May.

“Who isn’t fed up with Zardari? It’s not just the opposition and the man on the street but people within the government too,” said one military source who asked not to be named.

“But there has to be a proper way. No action is being planned by the army. Even if we tried, it would be very unpopular and not just with the government and the opposition but most Pakistanis too.”

The Pakistani military spokesman declined comment.

Relations between Israel and Turkey have deteriorated further. The Ministry of Defense has ordered Israel Aerospace Industries (IAI) and Elbit Systems Ltd. (Nasdaq: ESLT; TASE: ESLT) to cancel a contract with the Turkish Air Force for the supply of airborne intelligence gathering systems. The contract was signed jointly with Elbit unit El-Op and IAI unit Elta in late 2009.

Elbit Systems refused to comment today. Defense sources familiar with the matter said that the Ministry of Defense had given the grounds of the instruction to the two companies as “diplomatic considerations”. The companies were told that the export licenses necessary for continued performance of the contract will not be renewed.

In the past few days, the companies approached Ministry of Defense director-general Udi Shani and demanded compensation for the damage they will be caused by the decision not to renew the export licenses. Sources informed “Globes” today that Shani is in talks with the representatives of IAI and Elbit Systems, attempting to reach an arrangement that will satisfy those involved. Such an arrangement has not yet been accieved, and both companies fear substantial damage to their financial results.

Elbit’s share of the agreement with the Turks is $87 million and IAI’s $54 million. The systems were to have been supplied to the Turkish Air Force over four years. Defense sources said that the systems in question were among the most advanced of their kind.

A projeção do Banco Central (BC) para o crescimento da economia este ano foi revisada para baixo. Segundo o Relatório de Inflação, divulgado nesta sexta-feira, a estimativa de expansão do Produto Interno Bruto (PIB), a soma de todos os bens e serviços produzidos no país, foi revisada de 3,5% para 3%. Para 2012, a projeção de crescimento é 3,5%.

Neste ano, a expectativa é que agropecuária cresça 2,9%, 0,8 ponto percentual acima da estimativa anterior. A projeção de crescimento da indústria passou de 2,3% para 2,0%. O setor de serviços deverá crescer 2,9%, ante 3,5% na projeção anterior.

Para o consumo das famílias neste ano, a estimativa passou de 4,5% para 4,1%. Para o consumo do governo, passou de 2,1% para 2%. No caso dos investimentos – Formação Bruta de Capital Fixo – a projeção caiu de 5,6% para 5,1%.

As estimativas para os crescimentos anuais das exportações e das importações foram reduzidas devido à crise econômica externa. Para as exportações, a redução foi 0,3 ponto percentual – para 4,4%. Para as importações, a estimativa foi reduzida em 2,5 ponto percentual – para 10,4%.

Turkey is recalling its ambassador from France, according to the Turkish state broadcaster TRT. Ankara is making the move in protest after the French parliament passed a law making the denial of the Armenian holocaust a crime.

­­The French lawmakers put the 1915 atrocity on a par with Holocaust denial by simple raising their hands on Thursday. The majority in favor was so clear that no count was needed. The measure now goes to the Senate, which killed an earlier attempt at passing the criminal law earlier this year.

In 2001 France, which is home to the largest ethnic Armenian community in Europe, officially recognized the mass killing of Armenians by Ottoman Turks, but did not make denial of the genocide a crime or institute a penalty for those who deny it or “outrageously minimize” the killings. Now, the proposed law carries a penalty of up to one year in jail and a fine of 45,000 euro.

France does not view the bill as targeting Turkey, as it applies to all genocides and is not specifically about the Armenian killings.

The peer slammed a new agreement by Argentina, Brazil and Uruguay to ban ships that fly the Falklands flag from their ports as ‘outrageous’.

Speaking to London’s Evening Standard, he said: ‘They are basically becoming more and more aggressive. I find that worrying.

‘Far from trying to settle in a grown-up way and having better and better relations with the Falkland islanders, they are upping the ante and becoming confrontational.’

Senado aprova acordo que amplia participação do Brasil no FMI

O Senado Federal aprovou na noite da terça-feira decreto legislativo que ratifica o acordo de alteração do Fundo Monetário Internacional (FMI) e eleva participação do Brasil no organismo multilateral.

Com isso, o Brasil passa da 14ª para a décima posição entre os países com maior número de cotas no fundo. O texto segue para promulgação, já que foi também aprovado pela Câmara dos Deputados.

Pelo acordo, a participação do Brasil no fundo é elevada em 0,533 ponto porcentual. Atualmente, a participação brasileira representa 1,783% do fundo e, agora, passa para 2,316%.

As alterações no FMI foram definidas em 15 de dezembro do ano passado. Além de aumentar a participação do Brasil, foi inserida uma série de reformas na governança do FMI, que fortalecem os países emergentes.

Prime Minister Syed Yousuf Raza Gilani Wednesday said that Pakistan wanted to take up three issues with the United States, which encompassed the rules of future engagements between the two countries. While addressing the meeting of Afghan and Pakistani parliamentary delegations held under the auspices of Pakistan Institute of Legislative Development and Transparency at PM’s House, Gilani said the US must guarantee the sovereignty of Pakistan and no Abbottabad-like unilateral action in future; and if any credible and actionable information was available, it should be shared with Pakistan for action.

He further added that the drone attacks, which caused collateral damage, must be stopped, as these were grossly detrimental to the government’s efforts to isolate the terrorists from local population. Prime Minister said Pakistan cut off NATO supplies, got Shamsi airbase vacated and boycotted the Bonn Conference in the aftermath of the NATO attack on Pakistani army check post on November 26.

Gilani said Pakistan wanted sovereign, independent, prosperous and stable Afghanistan, which was in the Pakistan’s interests. Pakistan is a part of the solution and not part of the problem, the Prime Minister said. He said assassination of Prof Burhanuddin Rabbani, head of the Afghan High Peace Council, was a severe setback to the peace and reconciliation efforts as Prof Rabbani was a great supporter of friendship between Pakistan and Afghanistan.

North Korea will shift to collective rule from a strongman dictatorship after last week’s death of Kim Jong-il, although his untested young son will be at the head of the ruling coterie, a source with close ties to Pyongyang and Beijing said.

The source added that the military, which is trying to develop a nuclear arsenal, has pledged allegiance to the untested Kim Jong-un, who takes over the family dynasty that has ruled North Korea since it was founded after World War Two.

The source declined to be identified but has correctly predicted events in the past, telling Reuters about the North’s first nuclear test in 2006 before it took place.

The comments are the first signal that North Korea is following a course that many analysts have anticipated — it will be governed by a group of people for the first time since it was founded in 1948.

According to the reports, Iran’s Trade Development Organization (ITDO) refused to register new orders from the neighboring country. Mehmanparast explained that the Iranian Industry, Mines and Commerce Ministry’s order registration website was down on Tuesday due to technical problems.

A South American trading bloc has agreed to close its ports to ships flying the Falkland Islands flag. Mercosur, which includes Brazil, Argentina, Paraguay and Uruguay, came to the decision at a summit in the Uruguayan capital, Montevideo.

But Uruguayan President Jose Mujica said British-flagged civilian ships that may supply the islands would still be allowed to use its ports.

The Foreign Office said there was “no justification” for the action.

The Falklands flag is flown by 25 boats, mostly fishing vessels operated in joint ventures with Spanish companies.

A presidenta Dilma Rousseff defendeu hoje (20) a ampliação do Mercosul e a adoção de medidas conjuntas entre os países do bloco para enfrentar os efeitos da crise econômica internacional. No discurso feito na 42a Cúpula do Mercosul, a presidenta declarou apoio ao ingresso da Venezuela no bloco, que já reúne, além do Brasil, o Paraguai, a Argentina e o Uruguai.

“Precisamos de mais Mercosul e mais parceiros no Mercosul. Somemos a força das nossas economias. Esse processo de ampliação só nos fortalece. Esse processo é inadiável e não deve ser obstacularizado por interesses menores. Devemos fazer o maior esforço para trazer a Venezuela para dentro do Mercosul”, disse a presidenta.

Segundo ela, a “lentidão e a debilidade das respostas políticas” podem agravar a crise internacional, levando à recessão global e à contração do crédito. Além disso, afirmou a presidenta, a redução da demanda da indústria de manufaturados pelos países desenvolvidos e asiáticos aliada à guerra cambial provoca uma “avalanche de importações” que compromete o crescimento e o emprego nos países da América do Sul.

Diante desse cenário, a presidenta Dilma defendeu a ampliação da lista de produtos incluídos na TEC (Tarifa Externa Comum), que permitirá, segundo ela, uma “gestão flexível, integrada e estratégica do comércio regional”.

Na 42a Cúpula do Mercosul, Dilma Rousseff também defendeu o fortalecimento da integração regional por meio do desenvolvimento de cadeias produtivas distribuídas entre os países do Mercosul, da adoção de mecanismos comuns de proteção e de ações simultâneas e articuladas antidumping, e do estreitamento dos laços de cooperação entre as economias da região.

TEC – Mais cedo, o ministro da Fazenda, Guido Mantega, afirmou que a cobrança de uma tarifa de importação de 35% poderia conter a “invasão” de produtos estrangeiros nos países da região, o que limitaria o impacto da crise econômica internacional. Segundo ele, os países da América Latina contam com situação fiscal sólida, reservas proporcionais ao PIB e mercado interno. Contudo, esta demanda interna está sendo “ocupada” por produtos importados.

“Devemos fazer uma união maior entre os países para defender o mercado latino-americano dessas invasões de produtos que vêm de fora”, disse o ministro.

CSTO to tighten rules on foreign bases in member states

Countries outside the Collective Security Treaty Organization will only be able to establish bases on the territory of a member state with the consent of all members, Kazakh President Nursultan Nazarbayev said on Tuesday after a CSTO meeting.

The CSTO is a regional security organization whose seven member states are Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

The only foreign base in the CSTO currently is the U.S. airbase at Manas in Kyrgyzstan.

“Now, in order to accommodate extra-regional military structures on the territory of the CSTO, it will be necessary to obtain official approval of all [CSTO] members,” Nazarbayev said.

Russian President Dmitry Medvedev added that “all parties reached a mutual agreement” on the decision.

As a punitive measure Iran temporarily stopped imports from the United Arab Emirates on Tuesday as the Arab state is allying with the West in its sanctions against Iran.

The Iranian industry, mine and trade minister has ordered a temporary stop to the import register offers from the UAE, the Mehr news agency reported on Tuesday.

Iran’s ambassador to Abu Dhabi also confirmed a stop to import register offers from the UAE.

Iran is the main destination of exports and re-exports from the UAE. It has gained some $12 billion income from exporting goods to Iran over the last eight months. Iran’s punitive action, if continues, will leave a serious negative impact on the UAE economy.

El Mercosur firmó el martes durante su cumbre en Montevideo un tratado de libre comercio con el Estado Palestino, en lo que constituye el primer acuerdo comercial entre los palestinos y países de Sudamérica.

El acuerdo fue suscrito por los ministros de Relaciones Exteriores de Argentina, Héctor Timerman, Brasil, Antonio Patriota, Paraguay, Jorge Lara, Uruguay, Luis Almagro y Palestina, Riyad Al Maliki, según imágenes difundidas en diferido por la Presidencia uruguaya.

Los presidentes del bloque asistieron al acto, que se habría realizado antes de que la cumbre se viera sacudida por la noticia del suicidio del subsecretario de Comercio Exterior argentino, Iván Heyn, este martes en un hotel céntrico de Montevideo.

A presidenta Dilma Rousseff manifestou, nesta terca-feira (20), preocupação com a crise econômica internacional e as “propostas conservadoras” para solucioná-la. Em discurso no encerramento da reunião dos presidentes dos quatro países membros do Mercosul (Brasil, Argentina, Paraguai e Uruguai), ela defendeu a criação de mecanismos para proteger a economia da região, diante da perspectiva de recessão global, que deve levar à escassez de credito nos mercados externos e à fuga de capitais.

Segundo a presidenta, a solução é adotar mecanismos de defesa comercial, para impedir a invasão de produtos de terceiros paises que buscam novos mercados, como o Mercosul.

Ela tambem defendeu uma maior integração regional e mencionou a importância da entrada da Venezuela no bloco regional. “Incorporemos ao Mercosul mais países do porte e da relevância da Venezuela. Este processo é inadiável e não deve ser obstaculizado por interesses menores”, disse Dilma. A adesão da Venezuela ao Mercosul foi aprovada pelos presidentes do blogo regional em 2006, mas precisa ser ratificada por todos os parlamentos.

Os quatro países membros do Mercosul criaram nesta terça-feira em Montevidéu, no Uruguai, uma comissão para acelerar a incorporação da Venezuela ao bloco. A adesão venezuelana depende apenas do aval do Senado paraguaio, que há anos posterga a decisão.

A declaração final do encontro, assinada pelos presidentes dos quatro países membros do bloco, ressalta a “importância” de que a adesão da Venezuela se dê “no mais breve prazo”. A presidente Dilma Rousseff foi uma das defensoras da proposta.

A comissão, proposta pelo presidente do Uruguai, José Mujica, será formada por representantes indicados pelos governos do Mercosul.

Não ficou claro, no entanto, como se dará o funcionamento do grupo já que, pelo Tratado de Assunção, de constituição do Mercosul, a adesão de novos países precisa ser aprovada pelos Congressos de todos os membros do bloco.
