“É necessária sinceridade para resolver disputa do Mar do Sul da China”, concordam Vietnã e China

Sincerity needed to solve South China Sea dispute

People Daily / Zhang Haiwen, Liu Qing – 17/10/2011

General Secretary of the Communist Party of Vietnam Central Committee Nguyen Phu Trong paid a visit to China on Oct. 11. Leaders of the two countries have attached particular importance to China-Vietnam relations and made specific arrangements and plans for the further development of bilateral ties, showing that the relations between China and Vietnam have not derailed.

The proper resolution of the South China Sea issue is the precondition for the healthy and sustainable development of China-Vietnam relations and an unavoidable topic in Trong’s visit. One of the remarkable results of the visit is the signing of the “Agreement on Basic Principles Guiding the Settlement of Maritime Issues between China and Vietnam.”

Of all the conflicts surrounding the South China Sea, the disputes between China and Vietnam are the most serious. The agreement can be regarded as a step forward made by both sides in the course of addressing the issue and is of great significance to the stability and development of China-Vietnam relations. North Korea says rejects South’s secret summits offer

Reuters- 02/06/2011

SEOUL — Isolated North Korea rejected a proposal by rival South Korea at a secret meeting last month to hold a series of three summits in a bid to defuse tension on the divided peninsula, the North’s KCNA state news agency reported on June 1.

South Korea had proposed in May holding three summits over the next 12 months, KCNA reported, citing a spokesman for the National Defense Commission.

“We have made it clear there would never be a summit meeting as long as the South maintains a hostile policy and insists (North Korea) should abandon its nuclear program and apologize over the two incidents,” KCNA said. Saiba mais

TOKYO, June 2 (Xinhua) — Japan’s Lower House of Parliament on Thursday voted down a motion of non-confidence in Prime Minister Naoto Kan’s Cabinet at a plenary session on Thursday afternoon by 293-152, despite a number of ruling Democratic Party of Japan (DPJ) dissenters supporting the motion.

The embattled Prime Minister earlier in the day suggested he would step down once he had dealt with the ongoing nuclear crisis in Fukushima Prefecture, northeast Japan, and other matters concerned with restoration and reconstruction in the wake of the March 11 earthquake and tsunami that pummeled the east and northeast coast of Japan.

India pushes for nuclear triad – paper

Ria Novosti / Nova Dehli – 17/05/2011

India’s Nuclear Command Authority (NCA) has discussed the country’s progress toward creating a fully-fledged nuclear triad, the Times of India said on Tuesday.

An NCA meeting on Monday, presided by Prime Minister Manmohan Singh, focused on the testing of the first domestically-built nuclear submarine and the development of a long-range ballistic missile, the paper said.

India is very close to completing a nuclear triad with the induction of the first Arihant class nuclear-powered submarine by 2012. The submarine was floated out on July 26, 2009 and is slated to go for sea trials once its 83-MW light-water reactor gains full capacity. Saiba mais

The moment of truth in Japan’s diplomacy with its neighbors

Asahi Shimbun/ Por Hidehito Fujiwara – 26/05/2011

When the Great East Japan Earthquake hit on March 11, I was in Beijing on business, where I was once posted as a correspondent. The nightmarish images I saw on television were so shocking that I was speechless.

Soon, I remembered the following comment that was posted on the Internet after the 2008 Great Sichuan Earthquake: “If we enter a war against Japan, we would go to the front and fight. But if the Japanese are hit by a major earthquake, we would be among the first to go to Japan to help them.”

It was one of the comments by Chinese youths who expressed gratitude for Japan’s support in disaster relief.

I don’t know whether they actually went to Japan, but in China, many people responded quickly to help Japan. Saiba mais

Egito irá abrir sua fronteira com Gaza

Egypt to Open Border With Gaza, in the Face of Israeli Objections

The New York Times/ Por David D. Kirkpatrick – 25/05/2011

CAIRO — Egypt will permanently open its border with the Gaza Strip on Saturday despite Israeli protests, Egypt’s transitional government confirmed Wednesday, upending the dynamics of regional politics in a bid to shake up the deadlocked peace process and better respond to Egyptian public opinion.

The opening of the border will be the latest geopolitical aftershock of the Egyptian revolution, and it is likely to strengthen the militant group Hamas, while easing life for 1.6 million residents.

The border between Rafah and the Gaza Strip has been officially closed since Hamas took control of Gaza in 2007. At that time, the Egyptian government under President Hosni Mubarak effectively sealed the border at the same time that Israel imposed its own blockade aimed at weakening Hamas.

Egyptian officials at the time said that they wanted to prevent militants from slipping across the border and to pressure Israel to open its crossing. But the move was always extraordinarily unpopular with the Egyptian public, which distrusts Israel and sympathizes with the Palestinians. Saiba mais

China-North Korea economic cooperation expected to pick up steam

Asahi Shimbun/ Por Daisuke Nishimura – 25/05/2011

When a groundbreaking ceremony for a China-North Korea project takes place May 28, one prominent person attending will be Chang Song-taek, the brother-in-law of North Korean leader Kim Jong Il.

Chang, vice chairman of the National Defense Commission and the man believed in charge of foreign investment for North Korea, has increasingly been a focus of attention among observers of Beijing-Pyongyang relations.

Chang’s inclusion in the North Korean delegation for Kim’s third visit to China since last May indicates that Pyongyang is increasingly serious about strengthening economic cooperation with its powerful neighbor and ally in the coming years.

Indeed, some joint projects appear promising for the two countries. Yet other plans show that kinks still need to be worked out. Saiba mais

No review of U.S. law on Taiwan seen anytime soon

Reuters – 25/05/2011

WASHINGTON — A top Chinese general says there is interest in Congress in overhauling U.S. policy on arming Taiwan but U.S. lawmakers appear highly unlikely to revise legislation at the core of Sino-U.S. tensions.

Chinese General Chen Bingde, on a trip to the United States last week, said he had received assurances in private talks with lawmakers that some wanted to revise the 1979 Taiwan Relations Act, which obliges the United States to help the self-ruled island defend itself.

Representatives of the lawmakers, however, did not confirm Chen’s account and some denied they expressed interest in changing the act.

China claims Taiwan as an illegitimate breakaway province that must unify with the mainland and sees the Taiwan Relations Act as meddling in its internal affairs. It cut off military ties with the United States for most of 2010 over a U.S. arms sale to Taiwan worth up to $6.4 billion.

China’s anti-ship missile is nearly operational

A ballistic missile under development in China for the purpose of deterring and attacking U.S. aircraft carriers in the western Pacific is close to becoming operational, according to Adm. Robert Willard, commander of U.S. Pacific Command.

Willard provided the assessment in a recent round table discussion with Japanese media in Tokyo.

The Pentagon, in its annual report on China’s military, which was released last week, states, “China is developing an anti-ship ballistic missile (ASBM) based on a variant of the CSS-5 medium-range ballistic missile (alternative name is DF-21).”

It also said, “The missile has a range in excess of 1,500 kilometers, is armed with a maneuverable warhead, and when integrated with appropriate command and control systems, is intended to provide the PLA (People’s Liberation Army) with the capability to attack ships, including aircraft carriers, in the western Pacific Ocean.” Saiba mais

Eleições para liderança do PDJ

The Asahi Shimbum – 17/08/2010

With the Democratic Party of Japan’s leadership election only weeks away, it seems germane to consider what is at stake in choosing a party leader.

We imagine that a good number of people have misgivings about the leadership election to be held in September. There are two main issues.

First, if Prime Minister Naoto Kan loses, then the new party leader will automatically become prime minister. Since 2007, every prime minister has stepped down every year. Is the country now to lose yet another one after just three months? Is it really OK for Japan to have such a succession of short-lived governments?

Second, Kan did not resign as prime minister even after losing to the Liberal Democratic Party in the recent Upper House election. Why then must he resign as a result of what is, effectively, merely the DPJ’s internal party process? Saiba mais
